Tila nagkainitan sina Senador Raffy Tulfo at Senador Cynthia Villar hinggil sa pagbili ng private developers ng farmland para i-convert ito sa residential at commercial spaces.

Nangyari ang debate ng dalawang senador sa naganap na 2023 national budget deliberation ng Department of Agriculture (DA).

Tinanong ni Tulfo si Villar, na nangunguna sa Senate Committee on Agriculture, kung ano plano ng DA hinggil lumiliit na agricultural lands sa mga probinsya.

"Lumiliit po nang lumiliit ang ating farmland. Binibili po ng malalaking developer at ginagawang residential at commercial land. Ano po ang ginagawa ng DA tungkol dito?" tanong ng senador.

"Alam ninyo that's our business, I want to tell you that we don't buy agricultural lands in the provinces. Nobody will buy houses on agricultural lands," giit ni Villar.

Saad pa ng senadora, bumibili lamang ang mga developers ng mga bahay sa siyudad at capital towns dahil madali raw para sa mga tao na ibenta ang mga property roon.

"Because the buyer of houses, they want also an opportunity that if they're having financial problems, they can resell their houses and you know, it's very hard to sell houses [if it's] not in cities or capital towns. So we limit ourselves in cities and capital towns," dagdag pa niya.

Gayuman, sinabi ni Tulfo na may pruweba siyang ginagawang subdivision ang mga farmlands.

"Kaya nga po 'yan po 'yung dahilan bakit ko po na maipasa na po 'yung National Land Use Act," ayon kay Tulfo.

Iginiit muli ni Villar na hindi bumibili ng agricultural lands ang mga developers. Pinapayagan naman daw sila na gawing subdivision ang mga lupa sa siyudad.

"They allow conversion in cities and capital towns because if they buy your land, they buy it expensive and you can reinvest the money and you will make more money than planting on those lands," aniya.

"It's an investment decision for these people. If somebody will buy your land at a bigger amount, maybe, you can sell it and buy another land that is cheaper somewhere else and build your farm there. You have to understand agriculture as a business also," dugtong pa nito.

Muling nagtanong si Tulfo hinggil sa gagawing action ng DA para sa isyu ngunit sumabat ang senadora: "Where will the people live if you don't build subdivisions?"

"Sorry po, madam ha. Hindi lang po sa Cauayan sa Isabela kundi sa marami pong probinsya na marami na pong subdivision na nagsilipana," sabi ni Tulfo.

"Marami pong ibang lugar na pwede pong pagtayuan ng subdivisions. 'Wag lang po i-take over 'yung mga farms.Kung minsan 'yung mga farmers dahil sila ay naghihikahos, they are taken advantage of," giit pa ng broadcaster-politician.
