Inihain ni Senador Robin Padilla ang Senate Bill No. 449 o ang Civil Unions Act na nagbibigay ng pantay na karapatan at pagkilala para sa same-sex couples sa Pilipinas.

“This representation believes it is high time that the Philippines provides equal rights and recognition for couples of the same sex with no prejudice as to sexual relationships are protected and recognized and given access to basic social protection and security," saad ni Padilla sa explanatory note ng panukalang batas.

"Providing equal rights and privileges for same-sex couples will in no way diminish or trample on the rights granted to married couples," dagdag pa niya.

Sa ilalim ng Senate Bill No. 449, magiging valid lamang umano ang civil union base sa mga sumusunod na requirements:

- Legal capacity of contracting parties (at least 18 years old; not prohibited to enter into civil union by reason of public policy; free from any previous bond of marriage or civil union)

- Consent freely given in the presence of the administering officer

- Authority of the administering officer

- A valid license to contract or enter into a civil union issued by and obtained from the local civil registrar of the city or municipality where either party habitually resides

- A civil union ceremony which takes place with the personal appearance of the contracting parties before the administering officer and their personal declaration in the presence of not less than two witnesses of legal age.

Samantala, kabilang sa unang 10 priority bills ni Padilla ang "Divorce bill."

Sa ilalim ng panukalang batas, sinabi ng senador na maaaring maghain ng petition para sa divorce kung: "The husband or wife cannot fulfill his/her obligation in the marriage; both parties in the marriage have irreconcilable differences; the marriage was annulled abroad; the husband or wife is presumed dead in accordance with Articles 390 and 391 of the Civil Code of the Philippines; and if a party is convicted of violating the “Anti-Violence Against Women and Their Children Act.”"

Binigyang-diin ng senador na hindi ito makasisira ng pamilya.

"Hindi po ito kailanman na sumasalungat sa pag-aasawa. Hindi ito isang bagay na kami ay kontra na magkaroon ng forever. Katunayan, ito pong panukalang ito ay nagbibigay ng proteksyon, unang una sa mag-asawa – babae at lalaki at sa kanilang mga magiging anak," aniya.

"Sabi nga po nila, baka raw itong panukala ang sisira sa kasal. Ay, hindi po! Itong panukalang ito ang nagbibigay proteksyon sa kasal na – masakit man sabihin – ay sira na. Wala tayong sinisirang pamilya. Pinroproteksyunan natin ang hindi magkasundo," dagdag pa niya.

Kamakailan, inihain din ng baguhang senador na magkaroon ng ropeway o aerial cable cars bilang tugon sa problema sa trapiko sa Metro Manila.

Ginawa ng senador ang pahayag sa plenary session noong Agosto 9, matapos manawagan si Senador JV Ejercito kung paano mapapabuti ang railway system ng bansa.

“Ngayon lang po, gusto ko lamang pong imungkahi sa ating mahal na senador [Ejercito] sa San Juan, meron pong isang nauuso din ngayon na kung tawagin po nila ngayon ay ropeway. Ito po ‘yung paggamit ng cable,” saad ni Padilla.

“Nais ko rin po sana na imungkahi po sa inyo na ito po ay bagay din sa Pilipinas, lalong-lalo na sa Metro Manila, dahil sa traffic. Ito po ’yung mga cable car,” dagdag pa niya.
