Mananatili bilang private legal counsel ni Pangulong Ferdinand Marcos, Jr. ang dating tagapagsalita ni dating Pangulong Rodrigo Duterte na si Atty. Harry Roque.

Sa isang pagpupulong kung saan tinalakay ang imbestigasyon ng International Criminal Court (ICC) sa drug war campaign sa Pilipinas, inalok ni Roque ang kanyang serbisyo kay Marcos.

Kasama sa pulong ang ilang matataas na opisyal ng gobyerno na kinabibilangan ninachief legal counsel Juan Ponce Enrile, Executive Secretary Vic Rodriguez, Solicitor General Menardo Guevarra, Justice Secretary Jesus Crispin “Boying” Remulla, Foreign Affairs Secretary Enrique Manalo at DFA Legal Affairs chief, Assistant Secretary Domingo Nolasco.

"I confirm that I have been retained as private counsel of PBBM for the pricely (sic) sum of 20 pesos," sabi ni Roue sa kanyang Facebook post kung saan ipinakita ang litrato ng₱20 bill.

"As such, all my conversations with the President on legal matters are covered by atty-client confidentiality," dagdag ni Roque.

Si Roque ay dating bumabatikos sa pamilya Marcos dahil sa mga insidente ng pang-aabuso sa karapatang-pantao sa panahon ng Martial Law.

“As far as the Palace is concerned, there are decisions affirming that there were grave human rights violations committed during the Marcos regime. There’s even a law in Congress which provides compensation for victims of martial law,” ang bahagi ng pahayag ni Roque sa isang pulong balitaan sa Malacañang noong 2018.
