Naniniwala umano ang kalahati ng mga Pilipino na "underpaid" ang mga guro sa Pilipinas, ayon sa kinomisyong survey ni Senador Sherwin Gatchalian.
"Based on the results of a Pulse Asia survey conducted on June 24-27, 50% of respondents think that public school teachers are underpaid, 37% think that they have enough salary, while only 3% say that they are overpaid. Ten percent of respondents cannot say whether teachers are underpaid, overpaid, or have enough salary. The survey, which Gatchalian commissioned, had 1,200 respondents," mababasa sa website ng senador.

"More than half of those belonging to Classes ABC (57%) and E (53%) think that public school teachers are underpaid. Almost half (48%) of those in Class D also think that public school teachers are not adequately paid."
Mababasa pa sa website ng senador na kung ihahambing sa bansang Indonesia, di hamak na mas maliit ang entry level ng mga guro sa Pilipinas.
"In Indonesia for example, the entry-level pay of teachers is P66,099 compared to the P25,439 entry-level pay of Filipino teachers," aniya.
“Panahon na upang itaas natin ang suweldo ng ating mga guro, lalo na’t sila ay napakahalagang sangkap sa pagkakatuto ng ating mga kabataan. Kung maitataas natin ang kanilang mga sahod, maitataas din natin ang kanilang morale at mahihikayat din natin ang mas maraming mga kabataan na kumuha ng kurso sa pagtuturo,” pahayag pa ni Gatchalian na siyang Chairman of ng Senate Committee sa Basic Education, Arts and Culture.
Ang hakbang na umento sa sahod ay alinsunod din sa Republic Act No. 4670 o Magna Carta for Public School Teachers.
"The law provides that teachers’ salaries shall compare favorably with the pay in other occupations and should ensure a reasonable standard of life for teachers and their families," ani Gatchalian.
Iginiit din ng senador na kailangan na rin itong amyendahan upang makasabay sa "present-day challenges".
Sa kasalukuyan, ang Kalihim ng Department of Education ay si Vice President Sara Duterte. Mainit na usapin naman ngayon ang masyadong kipit na schedule sa muling pagbubukas ng mga klase dahil inirereklamo naman ng mga guro na wala pa silang pahinga, at masyadong maigsi ang kanilang bakasyon.
Isa pa rito ay ang hindi na pag-require sa mga mag-aaral na magsuot ng uniporme, na umani ng iba't ibang reaksiyon at komento mula sa mga guro, magulang, at mag-aaral.
