Itinalaga ni Pangulong Ferdinand Marcos, Jr. si Raphael Perpetuo Lotilla bilang kalihim ng Department of Energy (DOE).

"The President has designated a new Energy Secretary, Raphael Perpetuo Lotilla,” paliwanag ni Press Secretary Trixie Cruz-Angeles.

Gayunman, nilinaw ni Angeles na ikinokonsidera munang nominado si Lotilla habang nagsasagawa pa ng clarification sa employment status nito.

"No officer, external auditor, accountant, or legal counsel of any private company or enterprise primarily engaged in the energy industry shall be eligible for appointment as Secretary within two (2) years from his retirement, resignation, or separation therefrom,” ayon saSection 8 ng Republic Act 7638 o ang batas na nagtatatag sa DOE.

“Thus while the matter is reviewed to determine whether an independent director is considered an officer of the company, Lotilla is considered a nominee,” sabi pa Angeles.

Si Lotilla ay naging kalihim ng DOE sa administrasyon ni Pangulong Gloria Macapagal-Arroyo mula 2005 hanggang 2007.

Bago itinalaga sa DOE, si Lotilla ay pangulo ng Power Sector Assets andLiabilities Management Corporation (PSALM). Ang PSALM ay kabilang sa government corporation na inatasang mangasiwa sa pagsasapribado ng power generation assets,independent power producers contracts at ibang non-power assets, kabilang ang pangangasiwa ng financial obligations at stranded contract costs ng National Power Corporation (NPC).
