Kailangang makalikom o kumita ng susunod na administrasyon na hindi bababa sa ₱326 bilyon upang mabayaran ang utang ng bansa. Kasalukuyang nasa ₱13 trilyon ang utang ng Pilipinas.

Sinabi ni Albay Rep. Joey Salceda, chairman ng House committee on ways and means, na ang pinakamabuting pamamaraan upang makalikom ng ganitong kalaking halaga ay sa pamamagitan ng tax policy reform.

“Unless we can raise that kind of revenue, we will have to downscale our public spending or borrow again to pay the debt. And of course, the₱326 billion figure relies on current interest rates. To keep them at this level, we need to show our creditors we are in good fiscal standing. So tax policy reform is really our best option,” pahayag ni Salceda.

Ayon pa sa kaniya, dapat humanda ang bagong administrasyon ng₱144 bilyon sa principal payment para sa susunod na 20 taon, at₱181 bilyon sa pagbabayad ng interes.

“That will, of course, vary per year, and some years will need lower debt than others. But if you want to stretch out the payment schedule, that’s the kind of fiscal space you need to cover the Covid-19 debts without incurring budget cuts,” sabi ng kongresista na isang kilalang ekonomista.

Nagbabala rin siya na hindi magandang opsyon para sa susunod na administrasyon ang pagkakaltas sa budget kung nais umano ng gobyerno na ipagpatuloy ang paglago ng ekonomiya.
