Kahit papalapit na ang pagtatapos ng kanyang termino, patuloy na tinatamasa ni Pangulong Rodrigo Duterte ang “very good” net satisfaction rating na +60 (percentage of satisfied minus percentage of dissatisfied), batay sa pinakabagong survey ng Social Weather Stations (SWS) na isinagawa noong Disyembre 2021.

Iprinisenta ng pangulo at CEO ng SWS na si Linda Luz Guerrero ang mga unang resulta ng pambansang survey noong Disyembre 2021 sa 2022 SWS Survey Review forum na inorganisa kasama ng Asian Institute of Management at Konrad Adenauer Stiftung Foundation nitong Lunes, Peb. 7.

“As of December 2021, we see that President Duterte continues to have very good net satisfaction rating,” sabi ni Guerrero.

Ipinaliwanag niya na patuloy na tinatamasa ni Pangulong Duterte ang “honeymoon phase” ng kanyang pamumuno, dahil ang kanyang ratings ay nanatiling nasa itaas ng +30 hanggang +49 net ratings.

“When we report this, we say ratings below the yellow bar or the yellow bar, covering +30 to +49–below this, we would consider the honeymoon to have ended. You can see that matagal na rin ang honeymoon ni PRRD [President Rodrigo Roa Duterte]. In fact, nasa honeymoon stage pa siya,” ipinunto ni Guerrero.

Bakit napananatili ni Duterte ang kanyang high satisfaction ratings?

Binanggit ang resulta ng pag-aaral ng mga kasama sa SWS na sina Jeff Ducanes, Steven Rood, at Jorge Tigno, sinabi ni Guerrero na "walang iisang paliwanag para sa mataas na satisfaction rating ni Pangulong Duterte."

Gayunpaman, ang iba pang mga kadahilanan ay isinasaalang-alang–“one is his (Duterte’s) strong base support, which has stuck with him so far, regardless of economic and other developments, and best exemplified by Mindanao residents.”

“Another is satisfaction with the national administration’s overall ‘pamamalakad’ (leadership system) and also on some specific policy issues, such as helping the poor and the drug war,” dagdag niya.

“Those who feel the national administration is effective in helping the poor tend to be satisfied with him, as well as those who view the drug war as effective,” aniya pa.

Sinabi ni Guerrero na ang ikatlong kadahilanan ay ang mga tao ay nauugnay o naaakit sa ilang mga aspeto ng karakter ni Pangulong Duterte, tulad ng kanyang nakikitang pagiging mapagpasyahan at kasipagan.

“Those who see these character traits in him tend to be satisfied with him,” sabi ni Guerrero.

“Of the three types of factors, their perception of his character appears to be the most important factor explaining satisfaction and dissatisfaction with President Duterte,” pagpupunto niya.

Noong Disyembre 2021, nagtala ang pambansang administrasyon ng "very high" na net satisfaction rating na +61.

Nagrehistro ito ng “very good” net satisfaction rating sa pagtulong sa mahihirap (+54) at “good” net satisfaction rating sa anti-illegal drugs campaign nito (+46). Samantala, nakatanggap ang pambansang administrasyon ng "neutral" na net rating sa mga pagsisikap na labanan ang katiwalian at inflation (+9 at -5, ayon sa pagkakabanggit).

Bagama't hinangaan ng karamihan si Pangulong Duterte sa kanyang kasipagan, binanggit ni Guerrero na itinuturing din ng mayorya ng mga Pilipino na masyadong madugo ang kanyang drug war.

Net satisfaction ni Robredo, Velasco, parehong bumaba

Samantala, bumaba ang net satisfaction ratings para sa dalawa sa iba pang nangungunang opisyal.

“When we ran this in September 2021, Vice President Leni Robredo was +24 [but] in December 2021, she was +1. For Senate President Vicente Sotto III, from +46 in September 2021, it increased to +52 in December 2021. For House Speaker Lord Allan Velasco, it was +8 in September 2021 to +5 in December 2021. For Chief Justice Alexander Gesmundo, we would call it “neutral,” from +2 in September 2021 to +7 in December 2021,” sabi ni Guerrero.

Isinagawa ang survey mula Disyembre 12 hanggang 16, 2021 na may 1,440 respondents.

Sinabi ni Guerrero na malapit nang maglabas ng media release para higit pang pag-usapan ang resulta ng pinakabagong survey ng SWS.
