Isinusulong ni Senator Richard Gordon sa gobyerno na lumikha ng isang special court na hahawak sa mga kaso laban sa mga tiwaling pulis.
Sa kanyang Senate Bill 2331, binanggit ni Gordon ang kahalagahan ng pagpapanagot sa mga pulis sa gumawa ng krimen.
Makatutulong aniya ang nasabing panukalang batas upang maipagpatuloy ang paghahain ng mga kaso laban sa mga pulis at upang magtiwala ang publiko ang justice system ng bansa.
Layunin ng mungkahing batas na lumikha ngPolice Law Enforcement Court (PLEC), isang hukuman na hahawak ng mga aso laban sa mga tiwaling miyembro nito.

“There exists a significant and overarching constitutional and fiduciary principle that those entrusted with public power are accountable to the public for the exercise of their trust.Our institutions must be seen as an instrument which signals competence and organizational trustworthiness. What we see and hear nowadays foster fear of the law enforcers. Kaliwa’t kanan na batikos ang inaabot ng PNP," sabi ng senador.
“What we need is to restore the trust of the people in the PNP by having a special system that will expeditiously solve cases that involve the members of the PNP.This bill will provide the public fair, impartial and speedy disposition of complaints for violations of constitutional rights, PNP operational procedures and code of ethical standards,” pagdidiinpa nito.
