Pinaiimbestigahan ng House Committee on Energy sa pamumuno ni Pampanga Rep. Juan Miguel Macapagal Arroyo, chairman ng komite, kung bakit tumataas ang power rates ng electric cooperatives sa mga lalawigan ng Negros Occidental at Iloilo.

Ang imbestigasyon ay bunsod ng House Resolution 2206 na inakda ni Negros Occidental Francisco Benitez. Ang pagdinig ay pinamunuan nina Arroyo at Vice-Chairman Catanduanes Rep. Hector Sanchez.

Sa pagdinig, ipinaalam ni Sanchez ang mga pangyayari kung ano ang nangyari sa unang pagdinig na ginawa noong Oktubre 12, 2021.

Ayon sa kanya, ang mga isyu na nakuha ay ganito: 1) "the damage of the submarine cable causing an increase in power rates; 2) an ongoing assessment of the extent of damage to the submarine cable that is being conducted; 3) the National Grid Corporation of the Philippines' (NGCP) ongoing construction of a new transmission line; 4) the need to assess and review the rules and regulations covering the power supply agreement (PSA); and 5) the local cooperatives in Negros contracting a power provider that charged higher rates."

Ipinagpapatuloy pa ng komite ang diskusyon sa isyu ng Central Negros Electric Cooperative (CENECO) na naniningil ng power rates mula sa dalawa nitong power supply agreements na ang mga kontrata ay napaso na. Sinisiyasat din ang kaso ng power rates sa Iloilo.

Itinanong ni House Minority Leader Joseph Stephen Paduano kung anong administrative sanction ang maaaring ipataw ng  Energy Regulatory Commission (ERC), kasabay ang pahayag na ang pagpapalawig sa ano mang power supply contracts ay hindi maaaring gawin sa pamamagitan ng isang kasunduan.

“The agreement to be extended must be approved by the ERC and in compliance with the competitive selection process (CSP) under the Department of Energy (DOE),” ani Paduano.
