Habang nasasangkot sa paggasta ng bilyong-halagang pondo ng gobyerno para sa overpriced COVID-19 supplies, nahaharap muli ang Procurement Service-Department of Budget and Management (PS-DBM) sa panibagong akusasyon, ngayon kaugnay ng pagho-hoard sa P5.53 bilyong halagang learning materials.
Ayon kay Asst. Minority Leader and ACT Teachers Partylist Rep. France Castro, dapat managot ang PS-DBM at ang Department of Education matapos bigo nitong makapamili sa mga nasabing kagamitan.
Ani Castro, ang mga di naihatid na learning materials ay naging hadlang upang matuto ang milyon-milyong mag-aaral sa gitna ng banta ng COVID-19.
Lumitaw ang akusasyon ni Castro laban sa PS-BDM kasunod ng isyu ukol sa sa alegasyon ng overpriced face shields at face masks na binili ng gobyerno sa Pharmally Pharmaceuticals Corporationupang matagumpay na maiuwi ang bilyong pondo.

Pagtutukoy ni Castro sa 2020 annual audit report ng DepEd, sinabi ng mambabatas na may P6.65 bilyong outstanding fund transfer ang ahensya sa PS-DBM.
Hinid bababa sa 83 percent o P5.53 bilyon ang nailipat sa PS-DBM para sa pagbili ng mga computer hardware at software habang P502.83 milyon ang nailaan para sana sa ilang instructional at learning materials at mga aklat.
Walang naisagawang delivery ang PS-DBM, isang ahensya ng pamahalaan na katuwang sana sa pagbili ng mga common supplies kagaya ng bond papers, ball pens at iba pang office needs.
“These P5.53 billion worth of computer hardware and software, textbooks and other learning materials it procured from the Procurement Service–Department of Budget and Management (PS-DBM) in 2020 should have aided thousands of students and teachers in the blended distance learning,” sabi ni Castro.
“This undelivered learning materials shows the Duterte administration’s lack of priority, urgency and belittles the importance of providing access to quality education amid a pandemic,” dagdag niya.
Ayon sa Alliance of Concerned Teachers (ACT), kaya na sanang mailaan ang P5.53 bilyon na undelivered na pondo para sa pagbili ng 221,200 laptops.
“The Duterte administration shows no urgency in the timely distribution of learning materials and other resources amid the pandemic. This is very critical in ensuring that there is continuity of education and that it is still quality education to limit learning loss amid the blended distance learning modes,” sabi ni Castro.
