Sa magkasanib na pagdinig ng House Special Committee on Creative Industry and Performing Arts sa pamumuno ni Pangasinan Rep. Christopher de Venecia at ng House Committee on Public Information sa ilalim ni Cagayan Rep. Joseph Lara, pinagtibay ang paglikha ng Technical Working Group (TWG) na mag-aaral sa isang panukalang batas na mag-aayos sa limang panukala na naglalayong lumikha ng isang National Film Archive of the Philippines (NFAP).
Ang aayusin at pag-iisahin ay ang House Bill HB 8924 na inakda ni Manila Rep. Cristal Bagatsing; HB 1745 ni Camarines Sur Rep. Luis Raymund ‘LRay’ Villafuerte Jr.; HB 2320 ni Leyte Rep. Lucy Torres-Gomez; HB 4332 ni Manila Rep. John Marvin Nieto; at HB 8171 ni Parañaque City Rep. Joy Myra Tambunting.
Hinirang ng magkasanib na komite si Bagatsing na pamunuan ang TWG.

Sa kanyang opening remarks, sinabi ni Lara na tumanggap ang kanyang komite ng kahilingan mula kay De Venecia noong Marso 11, 2021, na humihiling na baguhin ang referral ng mga panukala sa Special Committee on Creative Industry and Performing Arts.
Noong Marso 25 ani Lara, ang kahilingan ni De Venecia ay ipinagkaloob ni Majority Leader Martin Romualdez.
“The committee recognizes the important role of the audiovisual and cinematographic works in the preservation of our culture and heritage as well as the need to safeguard them through the establishment of the National Film Archives of the Philippines. We look forward to working together for the crafting of this important piece of legislation,” ayon kay Lara.
Samantala, sinabi ni De Vencia na mahalaga ang preserbasyon ng kultura ng bansa. “Preservation and archiving are linked to our national identity and they safeguard historical moments ."
