Ito ay binigyang diin ni Chief Justice Diosdado M. Peralta sa kanyang talumpati matapos ang pagkakaloob sa kanya ng Doctor of Laws honoris causa (alang-alang sa karangalan) degree ng Tarlac State University noong Biyernes ng umaga, Pebrero 19, sa Tarlac City.
Sinabi ni Peralta na ang tunay na pag-abot sa hustisya ay isang serbisyong pampubliko, partikular sa mga nasa mahirap na sektor, na maibibigay lamang ng gobyerno.
“And we need to provide it to them swiftly and sensibly, as the strength of the justice system can only be gauged in terms of the trust we earn from the public,” diin niya.
Binanggit ang mga pagsisikap ng Korte Suprema (SC), sinabi ni Peralta na ginagamit ng Mataas na Hukuman ang
“constitutionally enshrined rule making power to promulgate rules of procedure that are intended to allow more meaningful access to justice.”
Sinabi niya na nang siya ay itinalagang pinuno ng hudikatura noong Oktubre 2019, nagsimula siya sa tatlong pangunahing mga programa - ang de-clogging ng court dockets, pagpatupad ng mga reporma na magpapasimple sa mga pamamaraan at proseso ng korte, at patuloy na pagsulong ng isang disiplinado at tumutugon na hudikatura .
“These three were all geared towards the realization of a just, speedy, and less expensive system of case adjudication,” aniya.
Upang maging responsive ang sistema ng hustisya, sinabi ni Peralta na ang SC ay nagpatibay at nagsimulang ipatupad ang
Revised Rules of Procedure for Small Claims Cases, Revised Guidelines for Continuous Trial of Criminal Cases, Rule on Administrative Search and Inspection under the Philippine Competition Act, at ang Rule of Procedure for Admiralty Cases.
Ipinagpatupad din aniya ang 2019 Amendments sa 1997 Rules of Civil Procedure at sa Revised Rules on Evidence, ang Interim Rules on Remote Notarization of Paper Documents, (7) ang 2020 Revised Rules of Procedure for Intellectual Property Rights Cases, ang Guidelines in the Imposition of Community Service as a Penalty, ang Guidelines for the Conduct of Video Conferencing, at ang 2020 Guidelines for the Conduct of Court-Annexed Mediation and Judicial Dispute Resolution in Civil Cases.
Kasabay nito, sinabi ni Peralta na pormal na inayos ng SC ang Judicial Integrity Board (JIB) upang palakasin ang integridad ng hudikatura at maiwasan ang mga masasamang gawain.
Gayundin, sa kanyang talumpati, sinabi niya: “As a public servant in the Judiciary, I choose to be mindful of the need to make the justice system one that is genuine and accessible to the people. It is the path I choose to take, and it is a path that has served me well.”
Si Peralta ay sinamahan sa conferment program ng kanyang asawa, si Court of Appeals Senior Associate Justice Fernanda Lampas Peralta, ang kanilang mga anak na sina -- Dorothy, abogada; John Christopher, Timothy John at John Isaac – kapatid niyang babae na sina Vissia Marie Peralta-Aldon at asawang abogado na si Cornelio Aldon.
Naroroon din, bukod sa iba pa, ay sina, Zenaida N. Elepaño, chairperson ng Legal Education Board; Myrna Q. Mallari, president ng Tarlac State University; Erwin P. Lacanlale, vice president for academic affairs, university dean Jose I. Dela Rama, Jr.; Court Administrator Jose Midas P. Marquez at kanyang deputy Raul B. Villanueva; Tarlac provincial officials at mga alkalde ng ilang mga bayan sa Tarlac, trial courts judges, at mga miyembro ng Integrated Bar of the Philippines.
