Bago ipagbawal ang pagbibigay ng takdang-aralin o homework sa mga estudyante, pinayuhan ng isang samahan ng mga guro ang Kongreso sa pagtuunan muna ang pagre-review at komprehensibong pagsisiyasat sa umano’y “problematic” na K to 12 curriculum.

Para sa Alliance of Concerned Teachers (ACT) Philippines, bahagi ng ng trabaho ng mga guro at mag-aaral ang homework dahil sa “unrealistic” na K to 12 curriculum.

“[The] K to 12 was an experiment that tried to integrate a little bit of everything in a complicated manner, while leaving no ample time for mastery of subjects and development of critical thinking,” pahayag ni ACT National Chairperson Joselyn Martinez.

Giit pa ni Martinez added “range of topics and competencies set by the K to 12 curriculum are impossible to cover within formal class hours, resulting to added and beyond-school hour work for both teachers and students.”

‘DEMANDING’ AT ‘UNREALISTIC’ CURRICULUM

Giit ng ACT, ‘unrealistic ang K to 12 program para sa mga mag-aaral at mga guro dahil nakasunod ito sa outcome-based education (OBE) framework, kung saan sinusukat ang abilidad ng mag-aaral base sa kanilang output. Kaya naman imposible umano ang pagbabawal ng homework sa ilalim ng curriculum.

Paliwanag din ni Martinez,  na ang K to 12 Program “demands that students produce several and varied forms of outputs for the assigned topic of the day” habang ang mga “teachers are required to design and facilitate via their daily lesson logs (DLL).”

NO CHOICE

Dahil umano sa implementasyon ng K to 12 Program, sinabi ni Martinez na walang magawa ang mga guro kundi magbigay ng takdang-aralin para sa mga estudyante.

“So hear us when we say that we are not issuing homework to burden our students,” ani Martinez. “It is demanded of us by the K12 program, so much that our performance evaluation system ensures its implementation,”dagdag pa niya.

Samantala, binatikos din ng ACT ang Department of Education (DepEd) para sa tila pagmamasama ng pagbibigay ng takdang-aralin sa mga bata.

“It is therefore unfair for DepEd to claim that they are ‘discouraging homework’ through several policies, because the agency’s main curriculum is the culprit behind this added work,” giit ni Martinez.

Dalang mambabatas ang naghain ng panukala na nagbabawal sa pagbibigay ng takdang-aralin sa mga mag-aaral sa pampubliko at pribadong paaralan.

Sa House Bill (HB) No. 3611 ni Sorsogon representative Deputy Speaker Evelina Escudero, pinatatanggal ang pagbibigay ng mga homework bilang

class requirement at paglilimita ng mga aktibidad sa campus dahil “homework assignments can deprive students and parents precious quality time for rest, relaxation and interaction after school hours and even on weekends.”

Samantala, nakatuon naman ang HB 3883 ni Quezon City Representative Alfred Vargas, sa pagpapatigil sa mga guro na magbigay ng assignments tuwing weekends. Sa kanyang panukala ang lalabag na guro ay maaaring maharap sa multang P50,000 at pagkabilanggo ng hanggang dalawang taon.
