PHISGOC, walang pondo na ‘di alam ng PSC at POC

DUME P E N S A a n g Philippine Southeast Asian Games O r g a n i z a t i o n a l Committee (PHISGOC) sa isyu ng korapsyon na ikinababahala ng Pangulong Duterte na magdudulot ng suliranin sa hosting ng biennila meet na nakatakda sa Nobyembre.

Nilinaw din ni (PHISGOC) Executive Officer Ramon ‘Tatz’ Suzara ang dahilan kung bakit ipinarehistro ang organisasyon sa Securities and Exchange Commission (SEC) bilang PHISGOC, Inc.

Ayon kay Suzara, ang PHISGOC ay binubuo ng mga kinatawan ng Philippine Olympic Committee, Philippine Sports Commission at opisyal na inappoint ng Malacang na si dating Department of Foreign Affairs Secretary Peter Cayetano.

Ngunit, sa PHISGOC, Inc. tanging si POC president Rikcy Vargas lamang ang kabilang sa Incorporator. Ang naturang isyu ang naging mitsa sa paninita ng PSC Board na naging daan sa pagbibitiw ni Vargas bilang POC chief.

Sa kabila nito, iginiit ni Suzara na ang P5 billion budget na ibinigay ng Konreso para sa SEA Games, gayundin ang P1 billion augmentation fund mula kay Pangulong Duterte ay nasa pangangasiwa ng PSC na pinamumunuan ni Chairman William Ramirez.

“All government funds are duly accounted for, and are being disbursed in accordance with government procurement procedures performed either by the PSC or the Procurement Service of the Department of Budget and Management (DBM), as proposed by PHISGOC chairman, Congressman Alan Peter Cayetano, to ensure that every peso allotted for the SEA Games are wisely and properly spent,” pahayag ni Suzara.

Ayon kay Suzara, nagdesisyon silang gawing foundation ang PHISGOC sa SEC registration bilang pagtalima sa kautusan ng International Olympic Committee (IOC). Ganito rin umano ang naging kalakaran sa hoisting ng bansa noong 1991 at 2005.

“In fact, it was even then POC president Peping Cojuangco and vice president Joey Romasanta who advised PHISGOC to have this entity incorporated,” sambit ni Suzara.

Naging kontrobersya ang PHISGOC dahil sa isyu ng overpricing sa ilang kagamitan at equipment.

Dahil dito, ayon kay Presidential Spoeksman Sal Panelo, nais ng Pangulong Duterte na ilipat ang pamamahala ng hosting ng SEA Games, sa PSC at sa POC, kung saan sinabi din ni Panelo, na maari din na makipagtulungan ang Department of Tourism (DOT) gayung, pagpapalawig din ng turismo ng bansa ang pangunahing target sa nasabing hosting.

Ngunit, iginiit ni Suzara na ang suhestyon na ilipat ang pamamahala ng hosting ng nasabing event, buhat sa PHISGOC, papunta sa gobyerno ay maaring magdulot ng hindi magandang epekto sa preparasyon ng mga atletang Pinoy, lalo pa at apat na buwan na lamang ang nalalabi.

“All this talk about another body taking over the organization of the Games at this late period has not only caused apprehension among our athletes, but among our sponsors and private sector partners as well,” pahayag ni Suzara.

“We appeal to both the POC and PSC to work together from within the PHISGOC, where they are both prominently represented as originally intended by the President, with his vision of a multi-stakeholder approach to the organization of the Games,” aniya.
