Sinabi ni Pangulong Rodrigo Duterte na ang pagkontra ng Simbahang Katoliko sa mga alternatibong paraan ng family planning ang dahilan kaya patuloy na lumolobo ang populasyon sa bansa—at sinabihan ang mga health officials na mag-resign na lang kung hindi mareresolba ang problema.
Sa isang panayam ng Sonshine Media Network, sinabi ni Duterte na ang Pilipinas ay isa sa mga bansang pinakamabilis dumami ang populasyon, at dahil, aniya, ito sa Simbahang Katoliko.
“We are the fastest... ang population, and I squarely blame the Catholic Church. Sila lang nagpipigil ng birth [control], family planning,” anang Pangulo.

“They think just spewing out human beings by the millions every year is a gift from God. Not this generation, but four or five generations, to your lament, you will know who to blame,” dagdag niya.
Dahil dito, hinimok ng Presidente ang mga opisyal ng Department of Health (DoH) na ipatupad ang mga programa sa family program ng pamahalaan, o magbitiw na sa tungkulin kung para sa kanila ay labag ito sa kanilang relihiyon.
“Itong mga health officials, if you cannot follow the family planning law of the government, you better resign,” sabi ni Duterte.
“You go out or I'll assign you to an empty room, all of you there. Total eh kung hindi ko matanggal, ganoon ang style ko. I'm thinking of that. You are not performing? You are not following government policy? It gets into your religious beliefs? Then step down. Leave the government,” ani Duterte.
Sinabi ni Duterte na dahil sa mabilis na pagtaas ng populasyon sa Pilipinas, nagmumukha na aniyang “baby machine” ang bansa.
“We are now 110 [million], we are the second highest. If you look at the figures of population growth all over the world, the Philippines is a baby machine,” anang Presidente. “You are forced to believe... wala nang ginawa ang mga Pilipino kundi mag-rapapap.”
Marso ngayong taon nang aprubahan ni Pangulong Duterte ang pinaigting na implementasyon ng National Program on Family Planning, na magkakaloob ng modernong contraceptives sa 11.3 milyong babae.
“The approval of the aforesaid plan is expected to reduce poverty incidence in the country, which currently has the highest fertility rate and fastest growing population in the ASEAN region, from the current 20 percent to 14 percent in 2022,” saad sa pahayag ng Malacañang.
Taong 2017 nang nagpalabas si Duterte ng Executive Order na tumitiyak sa access sa modernong family planning sa kabila ng ipinalabas na temporary restraining order (TRO) ng Korte Suprema sa ilang probisyon ng Responsible Parenthood and Reproductive Health Act.
