Makaasa ang mga Pilipino ng mas murang bigas kasunod ng pag-apruba sa bagong batas na nagpapataw ng mga taripa kapalit ng limitasyon sa pag-aangkat ng bigas, sinabi ng Malacañang kahapon.

Ang Republic Act No. 11203 o “Act liberalizing the importation, exportation and trading of rice, lifting for the purpose the quantitative import restriction on rice, and for other purposes” ay nilagdaan ni Pangulong Rodrigo Duterte nitong Pebrero 14.

Magkakabisa ang Rice Tariffication Law 15 araw matapos itong mailathala sa Official Gazette o sa pahayagan. Ang kopya ng batas ay inilabas sa media kahapon.

“This law is expected to result in lower rice prices and help cushion the impact of inflation for the benefit of the consumers,” ani Panelo.

Tiniyak ni Panelo na may sapat na safeguards para protektahan ang kapakanan ng local farmers sa gitna ng mga pangamba ng ilang grupo tungkol sa pagdagsa ng murang bigas mula sa ibang bansa.

“The law, at the same time, protects our farmers from the emerging competition as a result of its implementation through a direct safety net and productivity support in the form of the Rice Competitiveness Enhancement Fund,” aniya.

PIÑOL RESIGN

Dahil sa pagkakapasa ng bagong batas, hiniling ng mga magsasaka at militanteng grupo ang pagbibitiw ni Department of Agriculture (DA) Secretary Emmanuel Pinol dahil sa kabiguan niyang matamo ang rice self-sufficiency at kawalang kakayahan na protektahan ang mga magsasaka.

Nakiisa ang Kilusang Magbubukid ng Pilipinas (KMP) sa consumer watchdog na Bantay Bigas, peasant women organization na AMIHAN at Anakpawis Partylist sa picket protest sa Department of Agriculture (DA) para iprotesta ang kabiguan ng departamento na protektahan ang mga magsasaka at lokal na agrikultura.

“Flashback to 2016, agri sec Manny Pinol then boasted that he will achieve rice self-sufficiency in two years by 2018. His targets were adjusted to 2019 and then to 2020. Last week, Duterte signed the rice tariffication law that totally abandons rice farmers and efforts to achieve rice self-sufficiency. We hold Pinol and President Duterte accountable for this situation,” ani Danilo Ramos, chairperson of KMP.

“We want Manny Pinol out of the Department of Agriculture,” diin niya.

Sumugod ang mga magsasaka mula sa Bulacan at Cavite sa Department of Agrarian Reform (DAR) para iprotesta ang fast-tracking ng land use conversion at DA para ipagpatuloy ang pagtutol sa rice importation policies ng gobyerno.

Kinontra rin ng mga mambabatas ng opisisyon ang napipintong pagpapatupad sa Rice Tarrification Law dahil gagawin lamang nitong import-dependent rice consuming nation ang Pilipinas.

Nanawagan si Anakpawis partylist Rep. Ariel Casilao sa stakeholders sa rice industry, consumer at cause-oriented groups na hilingin ang pagbasura sa kalalagda lamang na batas.

“When the time comes local rice production is totally devastated and wiped out, rice lands then converted into subdivisions or other projects, or planted with export cash crops, all due to the impact of the flooding of imported rice, we will just be an addition to the world population who begs for food, whose food security is sham, and right to food totally inexistent,” saad sa kanyang pahayag.
