Hindi na inaksaya ni Camarines Sur 1st District Rep. Rolando Andaya Jr. ang pagkakataon para gipitin si Department of Budget and Management (DBM) Secretary Benjamin Diokno, sa una niyang pagdinig bilang pinuno ng House Appropriations Committee sa isyu ng umano’y multi-bilyon pisong “budget insertion”.
Tinanggap kahapon ni Andaya ang mosyon na inihain ni panel member, Leyte 3rd district Rep. Vicente Veloso para maglabas ng isang show-cause order kay Diokno upang ipaliwanag sa Kamara kung bakit hindi dapat ma-cite in contempt ang kalihim.
Ito ay matapos na hindi uli dumalo sa public hearing si Diokno.
“It is lamentable that the DBM secretary continues to deprive us of the opportunity to question him directly on several issues hounding the DBM. We have provided him the proper forum to clear his name of any wrongdoing. For the nth time, however, he refused to honor the invitation of this committee,” ani Andaya.

Inaakusahan si Diokno ng umano’y pagsisingit ng P75-bilyon halaga ng “flood mitigation projects” sa Sorsogon, sa ilalim ng Department of Public Works and Highways (DPWH) para sa panukalang 2019 national budget.
Nagsingit din umano ang kalihim ng kahalintulad na P54 bilyon noong 2018 budget.
Una nang pinangunahan ni Andaya ang pagsisiyasat sa umano’y insertion noong chairman pa siya ng House Majority Leader and Rules Committee—posisyong ipinasa niya noong nakaraang linggo kay Capiz 2nd District Rep. Fredenil Castro.
Kung mabibigo si Diokno na kilalanin ang show-cause order, mahaharap siya sa subpoena at magiging House detainee ang kalihim.
“The hearings conducted by the House panel on DBM anomalies have also led to the discovery that millions of pesos in DPWH projects eventually found their way to Aremar Construction Corporation, a firm partly-owned by Sec. Diokno’s son-in-law, Romeo Sicat Jr.,” pahayag ni Andaya.
Si Sicat ay kasal sa anak ng kalihim na si Charlotte Justine Diokno-Sicat.
