NIRATIPIKA ng Kamara ang bicameral conference committee report ng pinag-isang House Bill 5615 at Senate Bill 1716 na naglalayong magtatag ng isang ultra-modern scientific sports complex na tatawagin Philippine Sports Training Center (PSTC).

Ang House Bill 5615 ay inakda nina Reps. Peter Ruwel Gonzaga (2nd District, Compostela Val ley ) , Mar k Aeron Sambar (Party-list, PBA), Bellaflor Angara-Castillo (Lone District, Aurora) at Marlyn Primicias-Agabas (6th District, Pangasinan), samantalang ang Senate Bill 1716 ay akda nina Senators Sonny Angara, Paolo Benigno Aquino IV, Emmanuel Pacquiao, at Joel Villanueva.

Ang PSTC ang magsisilbing “official and primary venue for the development of athletes in the National Team and training of coaches and referees”.

Sa panukalang “Philippine Sports Training Center Act”, isinasaad na patakaran ng Estado na maisulong ang kaunlaran sa sports at magtagumpay angm ga atletang Pinoy sa international sports competitions, at matiyak ang tagumpay ng bansa sa pagamit ng minimithing gintong medalya sa Olympic Games.

Upang magkaroon ng katuparan, magtatayo at gagawa ang pamahalaan ng “modern and highly scientific sports complex to be known as the Philippine Sports Training Center (PSTC).”
