Sa ikatlong pagkakataon, inaprubahan ng Kongreso, sa isang joint session, ang hiling ni Pangulong Rodrigo Duterte na palawigin pa ang batas militar at suspendihin ang writ of habeas corpus sa Mindanao simula Enero 1, 2019 hanggang December 31, 2019.

Matapos ang mahigit tatlong oras na deliberasyon, may kabuuang 235 mambabatas ang bumoto pabor sa pagpapalawig muli ng martial law (Proclamation No. 216), habang 28 ang tumutol, at isa ang nag-abstain, o hindi bumoto.
Bumoto ang Senado ng 12-5, na may isang abstention, habang ang boto ng Kamara ay 223-23.

Tinukoy ni Executive Secretary Salvador Medialdea ang nagpapatuloy na “actual rebellion” bilang dahilan sa panukalang palawigin pa ang batas militar sa Mindanao.
“Actual rebellion still clearly persists in Mindanao. Public safety necessitates further extension of the martial law period and the suspension of the writ of habeas corpus,” ani Medialdea.
