UPANG mapatatag ang community participation program para sa mga lider ng mga komunidad, inilunsad kamakailan ng Department of Social Welfare and Development (DSWD) regional office ang “Makilahok” project na layuning maisulong ang ‘accountability’ at ‘transparency’ sa barangay.

Sa ilalim ng proyekto - na ipatutupad sa pamamagitan ng “Kapit-Bisig Laban sa Kahirapan–Comprehensive and Integrated Delivery of Social Services” o Kalahi-CIDSS program – magsasagawa ang Department of Social Welfare and Development ng mga pagsasanay sa 15 lokal na pamahalaan ng Bicol.

Sa isang panayam nitong Lunes, sinabi ni Department of Social Welfare and Development Regional Director Arnel Garcia na pagkatapos ng pagsasanay na nakatakdang magsimula sa susunod na buwan, bawat kalahok na barangay ay inaasahang makabuo ng isang Barangay Development Plan kasama ng mga aktibidad, teknik at ibang implementasyon na maaaring gamitin sa kanilang pagpapalano at pagpoproseso ng mga budget.

“This initiative will significantly help in heightening our support towards community empowerment and participation through the institutionalization of local development process,” aniya.

Bubuuin ang pagsasanay ng apat na bahagi: ang Participatory Situation Analysis (PSA); Community Finance; Community Procurement following the Philippine financial and procurement procedures under Republic Act 9184 (Government Procurement Reform Act); at Community Monitoring.

Kabilang naman sa mga bayan na makikilahok sa proyekto ang Manito at Jovellar sa Albay; Jose Panganiban at San Vicente sa Camarines Norte; Cabusao, Minalabac, Gainza, Canaman at Ocampo sa Camarines Sur; Baras at Gigmoto sa Catanduanes; Mobo at Palanas sa Masbate; at ang Irosin at Gubat sa Sorsogon.

“These municipalities were identified based on their implementation performance of DSWD Kalahi-CIDSS, completion of community projects and LGUs’ readiness to undergo capacity training for all barangays,” ani Garcia.

Ipatutupad ang proyektong Makilahok gamit ang P7.52 milyong pondo.
