Ikinalungkot ng Department of Transportation (DOTr) at Land Transportation Franchising and Regulatory Board (LTFRB) ang naging pasya ng Mandaluyong City Regional Trial Court (RTC) na pansamantalang pahintulutan ang pamamasada ng ride-hailing service na Angkas, at iginiit na hindi maaaring maging pampublikong transportasyon ang motorsiklo.

“Our position is that motorcycles registered in the service are not authorized to conduct business and offer public transport under Republic Act 4136. For them to be allowed, the law has to be amended by Congress,” saad sa pinag-isang pahayag ng DOTr at LTFRB.

Iginiit din ng DOTr-LTFRB na sumusunod lang sila sa mandato nang ipatigil nila ang operasyon ng Angkas noong Nobyembre 2017, dahil sa umano’y paglabag sa Land Transportation and Traffic Code (RA 4136).

Batay sa Section 7 ng batas, ang mga pribadong sasakyan, truck, at mga pribadong motorsiklo, scooters o motor wheel “shall not be used for hire under any circumstances and shall not be used to solicit, accept, or be used to transport passengers or freight for pay.”

Sinabi pa ng DOTr na malalagay sa alanganin ang kaligtasan ng mga pasahero “as motorcycles are not considered as a safe mode of public transport”.

Sa desisyon ni Judge Carlos Valenzuela ng RTC Branch 213, pinipigilan nito ang LTFRB at DOTr sa pakikialam “directly or indirectly” sa operasyon ng Angkas, gayundin ang paghuli sa mga rider nito.

Kaugnay nito, nanawagan na ang Angkas sa mga rider na

maging bahagi motorcycle ride-hailing app sa pagbibigay ng mabilis na transportasyon sa mga pasahero.

“We are thankful for the court order and will continue to work with the government agencies to push for policies that will provide dignity and livelihood opportunities to millions of Filipino families who depend on motorbikes as their source of income,” pahayag ng Angkas.
