Magsisilbing litmus test ang mungkahi ni House Speaker Gloria Macapagal Arroyo na hiwalay na pagbotohan ng dalawang kapulungan ang panukalang rebisahin ang 1987 Constitution sa isang Constituent Assembly, sinabi kahapon ni Eastern Samar Rep. Ben Evardone.

“Senate should agree to the proposal of Speaker Arroyo to a separate voting on charter change. This will put to test the Senate if it really wants to amend or revise the Constitution,” sabi ni Evardone.

Nagpahayag siya ng pag-asa na sa mungkahi ni Arroyo, magtutulungan ang mga nasa Kongreso upang pumasa ang pederalismo na mungkahi ni Pangulong Duterte.

“Although getting the 2/3 votes in the Senate would be difficult, I think the decision of Speaker Arroyo to agree on a separate voting is a positive signal that, hopefully, would enable the Senate to help work for the realization of a federal government. I continue to hope that the Senate will have an open mind on the issue of federalism,” ayon sa chairman ng House Committee on Banks and Financial Intermediaries.
