Sinabi ni Senador Cynthia Villar na marumi pa rin at nagkalat ang basura sa Manila Bay sa kabila ng kautusan ng Supreme Court na dapat linisin ito ng may 13 ahensiya ng pamahalaan.
Sa writ of continuing mandamus na ipinalabas ng Supreme Court inatasan nito ang Metro Manila Development Authority, Department of Environment and Natural Resources (DENR), Department of Education, Department of Health, Department of Agriculture- Bureau of Fisheries, Department of Public Works and Highways, Department of Budget and Management, Philippine Coast Guard, Philippine National Police-Maritime Group, Department of Interior and Local Government, Philippine Ports Authority (PPA), Metropolitan Waterworks and Sewerage System, at Local Water Utilities Administration na magsagawa ng mga coastal clean-up.
Ngunit ayon kay Villar isang dekada matapos ipag-utos ng SC ang clean-up, “there is still no indication that the quality of the waters of Manila Bay has significantly improved.”
Inihain ni Villar ang Senate Resolution No. 690 upang alamin ang mga pagsisikap ng PPA sa paglilinis, rehabilitasyon at preserbasyon ng Manila Bay.
