Todo depensa si Justice Secretary Menardo Guevarra sa pagharang sa pagpasok sa bansa ni Giacomo Fillibeck, ang Italian deputy secretary general ng Party of European Socialists (PES).
Sinabi ni Guevarra na paglabag sa batas ang pananatili sa bansa ng isang banyaga kung ang layunin nito ay sumali sa partisan political activities, at may karapatan ang pamahalaan na tanggihan ang pagpapapasok sa mga partido o indibidwal na may “illegal acts.”
Hinarang si Fillibeck sa Mactan International Airport kamakailan dahil sa pagbatikos sa war on drugs ni Pangulong Rodrigo Duterte. Dadalo sana siya sa party congress ng Akbayan Party, ang sister party ng PES. Kasama niyang dumating sa bansa ang 20 iba pang foreign delegates pero agad siyang hinarang sa immigration counter.

Nilinaw naman ni Bureau of Immigration (BI) Commissioner Jaime Morente na blacklisted si Fillibeck dahil nilabag nito ang mga kondisyon ng kanyang pamamalagi sa Pilipinas bilang isang turista noong nakaraang taon.
“He was not supposed to do that because being a tourist he does not enjoy the rights and privileges of a Philippine citizen, particularly the exercise of political rights which are exclusively reserved to Filipinos,” ani Morente.
Binanggit ng BI chief ang BI Operations Order No. SBM-2015-025 na may petsang July 3, 2015, na nagbabawal sa mga dayuhang turista na makilahok sa mga aktibidad pampulitika sa bansa. “Foreign tourists in the Philippines are enjoined to observe the limitation on the exercise of their political rights during their stay in the Philippines,” ayon dito.
Inamin ni Presidential spokesman Harry Roque na hindi pinapasok sa bansa si Fillibeck dahil hindi ito welcome.
“In international law, it is always the sovereign decision whom they wish to allow into their territory. So we are not obliged to allow anyone into our territory if we do not want them in our territory,” sinabi ni Roque sa news conference sa Palasyo.
“Unfortunately, the socialist leader was one of those that we determined as a person we don’t want to be in our territory,” aniya.
