Ipinahayag ng Commission on Higher Education (CHEd) na 78 lamang mula sa 107 LUCs ang binigyan ng pagkilala at eligible para sa Free Higher Education na lubusang ipatutupad simula ngayong Academic Year (AY) 2018-2019.

Inanunsiyo ni CHEd Officer-in-Charge (OIC) at Spokesperson J. Prospero De Vera III na inaprubahan ng Commission – sa en banc meeting noong Pebrero 13, 2018 –ang pagsama sa 78 LUCs na eligible para tumanggap ng mga estudyante na mag-a-avail ng free tuition at iba pang school fees sa ilalim ng Republic Act 10931 o ng Universal Access to Quality Tertiary Education Act (UAQTEA) of 2017.

Ayon sa depinisyon, ang LUCs ay “educational institutions established by local government units through an ordinance and other enabling acts.”

Sinabi ni De Vera na binigyan ang LUCs ng “two years to comply with all other institutional and program requirements in order to be part of RA 10931” at “failure to do so will result in their exclusion from the list of LUCs under RA 10931.”

Sa National Capital Region (NCR), dalawang LUCs ang kinilala ng CHEd ang Pamantasan ng Lungsod ng Maynila at Pamantasan ng Lungsod ng Muntinlupa.
