Inatasan ni Pangulong Rodrigo R. Duterte ang Armed Forces of Philippines (AFP) na kanselahin ang multi-billion dollar helicopter deal sa Canada matapos iparepaso ng gobyerno nito ang transaksiyon sa pangambang maaaring gagamitin ang mga aircraft laban sa mga rebelde o terorista.
Sa press conference sa Matina Enclaves sa Davao City nitong Biyernes, sinabi ni Duterte na iginagalang niya ang paninindigan ng Canada, na maaari lamang magbenta ng helicopters para sa evacuation at emergency purposes at hindi ito maaaring gamitin sa anti-insurgency operations.
Tinagubilinan din niya ang militar na huwag bumili maging sa United States.
“So from here on now, I am directing Armed Forces of the Philippines since most of the guns, bullets and whatever weapons of war, invariably could be used against the rebels and terrorists. Do not do anymore from Canada or from United States because there is always condition attached,” aniya.

Sinabi ni Duterte na kung hindi magagamit ng mga puwersa ng gobyerno ang mga helicopter laban sa mga terorista at rebelde, dapat nang maghanda ang bansa sa pagbagsak ng gobyerno.
“If I cannot use the gunship and helicopters, then I might as well surrender this government to them,” aniya. “That’s the logic. I do not question your logic. Your logic is your logic. My logic is mine. It is based on the realities on the ground.”
Sinabi ni Defense Secretary Delfin Lorenzana kahapon na wala silang magagawa kundi kanselahin ang nakaplanong pagbili ng 16 na Canadian Bell 412 helicopters na nagkakahala ang $233 milyon (P11.65 bilyon) kapag iniutos ito ng Pangulo.
Ayon kay Lorenzana, maaari namang bumili ang Pilipinas ng helicopters sa ibang bansa tulad ng Russia at China.
“We will cancel it if that is the final decision,” ani Lorenzana sa pahayag na ipinadala sa pamamagitan ng text.
“Marami (tayo pede pagbilihan). Titingin tayo sa Russia, China. Korea, Turkey at India,” aniya.
Sinabi naman ni Major General Restituto Padilla, ang AFP deputy chief of staff for plans (J5), na napaka-transparent ng kasunduan para sa pagbili ng Canadian Bell 412 bilang Combat Utility Helicopter.
“It’s intended use as Combat Utility Helicopter is for the transport of troops especially combat casualties and for troop sustainment. It is not an offensive platform and not armed as such,” saad sa pahayag ni Padilla. - Antonio L. Colina IV at Francis T. Wakefield
