Layunin ng House Bill 4503, na inakda ni Rep. Christopher P. De Venecia (4th District, Pangasinan), na amyendahan ang Republic Act No. 8370 o ang Children’s Television Act of 1997 -- ang tanging policy-making agency na may mandato na humikayat at magsulong ng “production and broadcast of children’s and child-friendly television programs for Filipino children.” - Bert De Guzman
