Ilang buwan bago mag-Pasko, inirekomenda ng Board of Pardon and Parole ang pagkakaloob ni Pangulong Duterte ng clemency sa 169 na matatandang bilanggo.
Sa House plenary budget deliberation kahapon, sinabi ni Oriental Mindoro Rep. Paulino Salvador “Doy” Leachon, na nagtanggol sa budget ng Department of Justice (DoJ), na isinumite nila noong nakaraang buwan sa mesa ng Pangulo ang rekomendasyon ng Board.
“As of this moment, they have a total 169 cases for executive clemency and for consideration of the President. This was submitted, as of August this year. They have recommended 169 inmates who are now present detainees, and for consideration of the President for discharge,” sinabi ni Leachon nang tanungin ni ACT Teachers Party-list Rep. France Castro ang bilang ng mga inirekomenda para pagkalooban ng pardon.
“The number one consideration is of old age,” ani Leachon.
Sinabi ni Leachon na noong 2016 ay 5,049 na bilanggo ang ikinonsidera para sa parole. “The Board reviewed those qualified for parole across the country nationwide. Out of 5,049 who are supposed to be qualified for parole, those inmates who were granted parole were 1,950 and they were already released and 656 who were denied,” ani Leachon.
Nang tanungin tungkol sa status ng mga political detainee, sinabi ni Leachon na ang usapin ay saklaw ng Office of the Presidential Adviser on the Peace Process (OPAPP).
