Kung labis na nabigla ang marami sa kanyang pagkakatalaga bilang bagong kalihim ng Department of Environment and Natural Resources (DENR), sinabi mismo ni retired General Roy Cimatu na siya man ay nagulat din.
Sa turnover ceremonies sa DENR Central Office sa Visayas Avenue sa Quezon City kahapon ay kasama ni Cimatu sina retired Marine Colonel Ariel Querubin, dating Philippine Drug Enforcement Agency (PDEA) Director-General Dionisio Santiago, at ang urban planner na si Architect Jun Palafox.
Dating chief of staff ng Armed Forces of the Philippines at Special Presidential Envoy to the Middle East, sinabi ni Cimatu na ang pagkakatalaga sa kanya bilang bagong kalihim ng DENR “caught me completely by surprise.”
Hiniling din ni Cimatu sa publiko na bigyan siya ng panahon “to scan and study the terrain” dahil siya ay “wading into a field” na hindi pamilyar sa kanya.

Matapos sabihing sana ay taglay niya ang kahit 50% man lang ng malasakit sa kalikasan ng pinalitan niyang si dating Secretary Gina Lopez, sinabi ng huli na siya ay “willing to help you in any way.”
“I intend to listen to all the voices out there and make full use of our powers and resources to ensure that these various concerns, some of which often times clash, will be properly and judiciously addressed,” sabi ni Cimatu.
Todo naman ang suporta ng pamunuan ng Mines and Geosciences Bureau (MGB) kay Cimatu, at tiniyak ni MGB-Cordillera Director Fay Apil na makikiisa ang ahensiya sa lahat ng programa ng bagong kalihim.
