Anim na opisyal ng bayan ng Ronda sa Cebu ang kinasuhan ng graft sa Sandiganbayan kaugnay ng umano’y maanomalyang mga proyekto sa munisipalidad noong 2012.
Kabilang sa nahaharap sa paglabag sa Section 3(e) ng Anti-Graft and Corrupt Practices Act (RA 3019) ay sina Ronda Mayor Mariano Blanco III; Oscar Pilapil, municipal engineer; Thelma Landiza, municipal budget officer; Brigida Cabaron, municipal assistant treasurer; Frauline Requilme, clerk; at Evelina Tan, utility worker.
Batay sa kasong isinampa ng Office of the Ombudsman, natuklasang nabigo ang mga nabanggit na opisyal na maglathala ng mga invitation to bid sa Philippine Government Electronic Procurement System (PhilGEPS) para sa 15 proyekto ng Ronda noong 2012-2013.
Kabilang sa nabanggit na proyekto ang pagpapatayo ng CL School Building sa Madanglog Elementary School, pagbili ng materyales para sa pagkumpleto sa Butong Health Center, pagbili ng iba’t ibang uri ng gamot, pagpapatayo ng Langin Barangay Hall, pagpapagawa ng emergency access road sa Poblacion at Planas-Oval-Poblacion roads, pagbili ng electrical supplies, at pagbili ng materyales para sa pagpapatayo ng Butong Day Care Center at ng legislative building.

“Under Section 21.2 of the implementing rules and regulations of the Government Procurement Reform Act (RA 9184), the invitation to bid is required to be posted conspicuously in the PhilGEPS website, the website of the procuring entity, if available, for seven calendar days starting on the date of advertisement,” saad sa complaint affidavit ng Ombudsman.
“Under Section 3(e) of R.A. No. 3019, public officials are prohibited from causing any undue injury to any party, or giving any private party any unwarranted benefits, advantage or preference in the discharge of his official administrative or judicial functions through manifest partiality, evident bad faith or gross inexcusable negligence,” bahagi pa ng reklamo ng Ombudsman.
