Ipinasa ng Kamara sa pangatlo at huling pagbasa ang House Bill 5241 na nagdedeklara sa Disyembre 8 ng bawat taon bilang pista opisyal para sa paggunita sa Feast of the Immaculate Conception of Mary, ang patroness ng Pilipinas.
Nakasaad sa panukalang inakda nina House Majority leader at Ilocos Norte First District Rep. Rodolfo C. Fariñas na “Section 1 of the bill provides that December 8 of every year is declared a special non-working holiday in the entire country to commemorate the Feast of the Immaculate Conception of Mary, the Principal Patroness of the Philippines.”
Setyembre 12, 1942 nang idineklara ni Pope Pius XII, sa pamamagitan ng Apostolic letter na Impositi Nobis, si Birheng Maria sa ilalim ng titulong Immaculate Conception bilang Principal Patroness of the Philippines. (Bert De Guzman)
