Matapos ihayag kahapon ng umaga ni House Speaker Pantaleon Alvarez na binubuo na ang panukala para sa pagpapalibang muli sa barangay elections na itinakda sa Oktubre, inihain ito kaagad ni Surigao del Norte 2nd district Rep. Robert Ace Barbers, habang desidido naman ang leader ng Kamara na makipagpulong sa mga senador sa isang supermajority caucus upang tiyakin ang suporta sa panukala.
“My staff are now drafting the proposed law on barangay postponement,” sinabi ni Alvarez, secretary general ng Partido Demokratikong Pilipino-Lakas ng Bayan (PDP-Laban), sa isang text message.
Kailangang amyendahan ang Local Government Code (LGC) upang bigyang-daan ang pagtatalaga ni Pangulong Rodrigo Duterte sa nasa 344,000 opisyal ng barangay.
WALA NANG KAGAWAD

Aniya, makikipagpulong siya sa mga senador at sa mga opisyal ng Kamara at mga kasapi ng supermajority pagkatapos ng Semana Santa. Nag-adjourn ang Kongreso para sa isang buwang bakasyon at sa Mayo 2 pa magbabalik-trabaho.
“I’ll be reaching out with our Senate leaders to rally support for the passage of the measure. We will also hold a supermajority caucus in the House [of Representatives] to discuss the request of the President to postpone the election and appoint the barangay officials,” ani Alvarez.
“Barangay captain lang ang ia-appoint, wala nang kagawad,” dagdag pa ng Speaker, na una nang ipinanukala ang pagbuwag sa posisyon ng barangay kagawad.
Sinabi ni Alvarez na may sapat na panahon para magpasa ng batas upang tuluyang maipagpaliban ang halalan, idinagdag na isang buwan lang ang kailangan upang mapunan ang mga bakanteng posisyon sa barangay bago matapos ang first regular session sa 17th Congress sa Hunyo.
Ito rin ang puntirya ng House Bill 5359 ni Barbers, chairman ng House committee on dangerous drugs.
“There is a need to postpone the 2017 Barangay Elections to rid barangays of officials linked to illegal drug operations. The barangay election was postponed last year for the very same reason, and obviously, we have yet to consider our communities drug-free,” sabi ni Barbers.
‘WAG NANG SUSPENDIHIN ULI
Tutol naman ang ilang kaalyado ni Pangulong Duterte sa Senado sa pagpapaliban ng barangay elections hanggang walang mas mabigat na dahilan upang muling suspendihin ito.
Ayon kay Senator Panfilo Lacson, wala siyang balak na suportahan ang pagpapaliban sa halalan dahil ilang beses na din itong naantala at kailangan nang maghalal ng mga opisyal ng barangay.
“We need to have a more compelling reason why we should even consider suspending it again, much more the proposed appointment of barangay officials, instead of electing them,” ayon naman kay Senator Joel Villanueva.
Maging si Senator JV Ejercito ay kontra rin sa balak ni Duterte: “I have apprehensions on postponing barangay elections as to the legal basis. We just need to clarify justification on the said postponement. Being a former mayor myself, I understand where President Duterte’s proposal to postpone barangay elections to rid out drug personalities.”
Iginiit din ni Sen. Bam Aquino na mahalagang igalang ang karapatan ng taumbayan na pumili ng susunod na mga opisyal ng barangay at Sangguniang Kabataan (SK).
“Our barangay elections are a way for us to exercise our democracy, Mahalaga na galing sa taumbayan ang halal, especially at the smallest unit of governance, so that our officials are accountable to their constituents and serve the people. Appointing barangay officials will only strengthen the patronage system in our country,” giit ni Aquino.
ILEGAL
Samantala, binigyang-diin ng kilalang election lawyer na si Atty. Romulo Macalintal na labag sa batas ang pagtatalaga ng mga opisyal ng barangay.
“Clearly, barangay officials shall be elected since, like provincial, city and municipal officials, they are referred to in the constitution as elective officials,” ani Macalintal, tinukoy ang Section 8, Article X ng 1987 Constitution.
