Sa botong 18-0, inaprubahan ng Senado sa third and final reading ang panukala na tutulong sa mga estudyante sa state universities and colleges (SUCs) at private higher learning at vocational institutions na magtamo ng tuition subsidies at financial assistance.
Ang Senate Bill No. 1304 o ang “Free Higher Education for All Act” ay inaprubahan ng 18 affirmative votes, walang negative vote at walang abstention.
Si Sen. Paolo “Bam” Aquino IV ang siyang may-akda at nag-sponsor ng naturang bill bilang chairman of the Senate committee on education, arts and culture.
Co-authors ng naturang bill sina Senate President Pro Tempore Ralph Recto, Senators Sonny Angara, Leila de Lima, Sherwin Gatchalian, Joseph Victor “JV” Ejercito, Richard Gordon, Loren Legarda, Francis “Kiko” Pangilinan, Cynthia Villar, Joel Villanueva at Juan Miguel Zubiri.

Sina Recto, Angara, Ejercito, Legarda, Villanueva, Gatchalian, at Zubiri ay naging co-sponsors din ng bill sa deliberasyon nito sa Senate floor.
Pangunahing layunin ng bill ang, “higher education accessible to financially disadvantaged but deserving students,” sa pamamagitan ng tuition subsidies at financial assistance sa SUCs.
“In line with the mandate of our Constitution, the State must uphold the right of all citizens to quality education at all levels,” aniya sa kanyang sponsorship speech.
Sa ilalim ng bill, ang mga estudyante na kasalukuyang naka-enrol sa SUCs at iba pang covered institutions, ganoon din ang mga mag-i-enrol pa lamang sa mga kursong nasa ilalim ng bachelor’s degree, certificate degree, o anumang comparable undergraduate degree sa alinmang SUC ay kuwalipikado para sa tuition subsidy “provided that they meet the admission requirements of the SUC.”
Kabilang din sa bill ang paglikha ng SUC Tuition Subsidy Fund, isang pondo na nakalaan para sa implementasyon ng full tuition subsidy para sa eligible students, na pamamahalaan ng Commission on Higher Education (CHED).
