Naniniwala ang isang Mindanao bishop na isang insulto para sa mga taga-Mindanao na maging tapunan ang rehiyon ng mga tiwaling pulis.
“Why Mindanao? They can be penalized and reform anywhere else?” ayon kay Malaybalay Bishop Jose Cabantan, matapos na ipatapon sa Mindanao ang tinaguriang “police scalawags”.
Iginiit ni Cabantan na kahit saan ay maaaring gawin ang pagdidisiplina o pagpapatupad ng “wholistic transformative program” sa mga nagkasalang pulis.

It’s a matter of instituting a wholistic transformative program for individuals, systems and structures,” pahayag ni Cabantan sa panayam sa radyo.
Nilinaw din niya na magiging katanggap-tanggap ang plano ng gobyerno kung itinuturing ang Mindanao bilang pinakamainam para sa formation at transformation ng scalawag cops.
“Depends on why they bring the scalawags here; we are insulted if we deserve the unruly service of these people. On the other hand if they are brought here because Mindanao is the best community for their formation and transformation then we will appreciate that. Which of these are their motives for doing so?” pagtatapos ni Cabantan.
