Bilang parte ng epektibong serbisyo sa publiko, determinado si Pangulong Duterte na “slap” at “kick” ang mga tamad at abusadong government executives at nagpapakasasa sa napakalaking suweldo.
Sinabi ng Pangulo na hindi uubra sa kanya ang mga tamad at overpaid na opisyal sa pamahalaan, lalo na sa mga makukupad magproseso ng dokumento at permit na nire-request ng mga taxpayer.
