Dahil laging dinadalaw ng kalamidad ang bansa, pinag-iisipan ng National Secretariat for Social Action (NASSA) ng Catholic Bishops Conference of the Philippines (CBCP) ang posibilidad na magpatayo ng mga bahay na hindi kayang itaob ng tornado o buhawi.
“That is a challenge to build houses that can withstand strong winds of a tornado,” ayon kay Fr. Edu Gariguez, executive secretary ng CBCP National Secretariat for Social Action Justice & Peace/Caritas Philippines, sa isang panayam.
Sinabi ni Gariguez na hindi nila ito naisip noon dahil hindi naman madalas ang buhawi sa bansa.
Magugunita na may mga bahay na hindi kayang patumbahin ng bagyo ang itinayo ng NASSA para sa ‘Yolanda’ victims.

Beneficiaries nito ang mga taga-Iloilo, Capiz, Kalibo, Palo, Calbayog, Borongan, Cebu at Coron.
“The houses were built to withstand strong winds of a typhoon but I’m not sure of it can withstand winds from a tornado. We will only know if there’s a tornado,” ani Gariguez.
Sinabi ng pari na dapat magsilbing aral ang pinakahuling buhawi na nanalanta sa Manila at Bulacan, may ilang buwan na ang nakakaraan.
“It’s a lesson learned. We should also prepare for tornadoes,” ani Gariguez. “With the climate change, we should expect more of this. That’s why when we build homes or shelters we should now factor that in.” (Leslie Ann G. Aquino)
