‘’I am extremely concerned for the safety of up to 1.5 million people living in Mosul who may be impacted by military operations to retake the city from ISIL,’’ ayon kay Stephen O’Brien, na ang tinutukoy ay ang Islamic State jihadist group.
Nagbabala siya na ‘’families are at extreme risk of being caught in cross-fire or targeted by snipers.’’
Sa hilagang lungsod iprinoklama ng lider ng IS na si Abu Bakr al-Baghdadi ang ‘’caliphate’’ na sumasakop sa mga lugar na nasa hangganan ng Iraq at Syria noong Hunyo 2014.

Sa tulong ng Iran at US-led coalition, halos nabawi na ng mga Iraqi ang mga lugar na sinakop ng IS. Ang Mosul ang huling malaking teritoryo na hawak ng extremist group.
Inanunsyo ni Prime Minister Haider al-Abadi ang simula ng operasyon sa televised address nitong madaling araw ng Lunes (oras sa Mosul). “Our dearest people in Nineveh province, the victory bell has rung, and the operations to liberate Mosul have begun,” aniya.
“Today I declare the start of the heroic operations to liberate you from Daesh,” aniya, gamit ang isa pang tawag sa IS.
“God willing we will meet in Mosul to celebrate the liberation and your salvation from Isis (IS) so we can live together once again, all religions united and together we shall defeat Daesh to rebuild this dear city of Mosul.”
Bago sumabak sa laban, sinabi ng isang Kurdish general na: “If I am killed today I will die happy because I have done something for my people.”
