IMINUMUNGKAHI ng National Center for Commuters Safety and Protection sa Land Transportation Franchising and Regulatory Board (LTFRB) na magsagawa ng konsultasyon sa publiko tungkol sa paggamit ng awtomatikong fare collection system sa mga pampublikong sasakyan.
Inihayag ng presidente ng grupo na kahit may positibong epekto ang naturang mungkahi, tulad ng kaginhawahan para sa mga pasahero at maiiwasan din ang sobrang singil sa pasahe, maaaring magpatupad ng taas-pasahe ang mga public utility operator para mabawi ang nagastos sa paggamit at pagmamantini sa nasabing sistema.
“There is what we call the operating requirements of the operators. That will just be two things. Fare increase will be implemented to pay for the provider or it will be taken from the operator’s earnings. Which ever is going to be controversial. But we are sure that the operators will not agree that it will be taken from their earnings,” sinabi ni Elvira Medina nang kapanayamin sa telepono ng UNTV.
Noong Sabado sa Davao City, sinimulan nang ipaalam ng LTFRB sa mga operator ng mga pampublikong sasakyan ang paggamit sa automatic fare collection system.
Sa ganitong sistema, hindi na magbabayad ng cash ang mga pasahero, at sa halip ay gagamit na lang ng mga stored-value card para sa kanilang pasahe sa mga bus, taxi, at jeepney, na gaya ng sistemang ginagamit sa MRT at LRT.
Plano rin ng ahensya na gamitin ang nabanggit na konsepto sa iba pang bahagi ng Pilipinas.
“Because passengers will be paying using the card, the money goes directly to the operator. It would be convenient on their part,” sabi ni LTFRB Chairman Martin Delgra.
“No need to give change. That has also been an issue because even if the driver has the money for it, he would tell the passenger he has none. So, that’s a passive form of overcharging,” dagdag niya.
“They were receptive to the idea because, first, they will not worry anymore that they will get robbed because no money is involved,”sabi naman ni LTFRB Region 11 OIC, Atty. Teresita Yñiguez.
Nilinaw ng LTFRB na ipinaalam lang nila ang ideya at hindi inaatasan ang mga operator na gamitin na ang programa, at hindi rin nila ineendorso ang system provider nito.
