Sa kanyang unang policy address sa United States, nagsalita si Foreign Affairs Secretary Perfecto Yasay tungkol kay President Rodrigo Duterte, na ang leadership style ay mainit na sinusubaybayan ngayon, at ibinahagi ang pananaw niya sa panguluhan.
Sa kanyang talumpati sa Center for Strategic and International Studies sa Washington DC noong Biyernes, oras sa Manila, inilarawan ni Secretary Yasay si President Duterte, naging roommate niya sa isang dormitoryo noong sila ay estudyante pa, na “a man of uncommon courage, a leader governed by fundamental principles of truth telling, justice, fair play and compassion.”
Ayon kay Yasay, si Duterte ay matapang, prangka, at may puso sa mahihirap.

“His character is marked by that rare quality of integrity and honesty,” sabi ng foreign affairs chief sa silid na puno ng American foreign affairs experts. “Some may think of him as unconventional--and that is because he hates double talk.”
Sinabi ni Yasay na bitbit ni Pangulong Duterte sa panguluhan ang karanasan nito bilang trial prosecutor sa loob ng sampung taon at pitong termino bilang mayor ng Davao City.
“His exposure to grassroots and local government units has allowed him to know the pulse of the people--their needs and aspirations,” aniya.
Idiniin ni Yasay na sa ilalim ng matatag na liderato ni Pangulong Duterte, nakatuon ang kasalukuyang administrasyon sa pagbubuo ng isang malinis na pamahalaan na walang katiwalian at kriminalidad.
Tiniyak ni Yasay ang paggalang sa karapatang pantao at pagpapahalaga sa dignidad ng bawat mamamayan sa polisiya ng estado sa ilalim ng Philippine Constitution.
“We do not and will never condone any unlawful killings, and Philippine authorities have been instructed to immediately look into these incidents and bring the perpetrators to justice,” aniya. “In the book of President Duterte and in my book, extra judicial killing has no place in our society.”
