Bago lumipad kahapon si President Rodrigo Duterte para dumalo sa 49th Association of Southeast Asian Nations (ASEAN) summit sa Laos, tiniyak nito na hindi siya magdedeklara ng martial law, bunsod ng pagpasabog sa Davao City na ikinamatay ng 14 katao at ikinasugat ng may 71 iba pa noong Biyernes ng gabi.
Kahit nagdeklara ang Pangulo ng ‘state of lawlessness’, hindi ito nangangahulugan na simula na ng martial law.
Ang direktiba ng Pangulo ay isang simpleng kaso ng pagpapaigting sa alert level ng lahat ng security forces ng bansa, tulad ng Armed Forces of the Philippines (AFP) at ng Philippine National Police (PNP) upang mapigilan ang mga pag-atake.
“Let’s not put words in the President’s mouth. His move to declare a state of lawlessness all over the country is an Executive act, addressed to our military forces and the police being the commander-in-chief,” ayon kay Davao City Congressman at House Appropriations Committee Chair Karlo Alexei Nograles.
