Nagalak si Senate President Pro Tempore Franklin Drilon nang paboran ng economic managers ng pamahalaan ang pagbibigay ng cash, kaysa bigas sa mga beneficiary ng conditional cash transfer (CCT).
Ang pagbibigay ng cash, sa halip na bigas, sa 4.6 milyong beneficiaries ng Pantawid Pamilyang Pilipino Program (4Ps) sa susunod na taon ay iminungkahi ni Drilon kina Budget Secretary Benjamin Diokno at National Economic Development Authority (NEDA) Director General Ernesto Pernia.
“I am glad that our economic managers realize that it is more practical on the part of the government and the 4Ps beneficiaries if the budget for the rice subsidy program is converted into cash grant to augment the monthly stipend received by the poor families,” ayon kay Drilon.
“For an ordinary Juan Dela Cruz, an outright cash grant is more useful in his day-to-day survival than a sack of rice,” dagdag pa nito.

Ang CCT beneficiaries ay makakatanggap ng hanggang P1,400 cash subsidy mula sa pamahalaan kapag naitaas na ang alokasyon.
Sa ilalim ng panukalang badyet para sa susunod na taon, P23.4 bilyon ang badyet para sa bigas, samantala P49.4 bilyon naman sa CCT. Ito ay nakapaloob sa P130 bilyong panukalang badyet ng Department of Social Welfare and Development (DSWD). (Hannah L. Torregoza
