“We have to have a more practical program to support the war against drug addiction,” ayon kay Rep. Linabelle Ruth R. Villarica, may-akda ng House Bill 1642.

Ang HB 1642 ay may titulong “An Act providing for affordable drug rehabilitation treatment for Philippine Health Insurance Corporation (PHIC) beneficiaries, further amending Republic Act No. 7875 as amended.”

Bunsod ng walang humpay na giyera ni Pangulong Rodrigo Duterte laban sa illegal drugs na ang malimit na biktima ay mahihirap, sinabi ng lady solon na “the State must encourage more drug dependents to undergo treatment and rehabilitation at low-cost drug rehabilitation centers.”

Sinabi ni Villarica na batay sa 2009 survey, sa 1.7 milyong adik, may 2,000 ang sumailalim lang sa treatment at rehabilitation dahil masyadong mahal ang pagpapagamot at pagre-rehabilitate sa pribadong drug rehabilitation establishments. (Elena L. Aben)
