Isang babaeng mambabatas ang nagpanukala ng hybrid elections para sa Mayo 2019. Sa ilalim nito, gagamit ng manual voting at counting sa precinct level, at automated transmission at canvassing ng mga boto para sa synchronized national, local, at Autonomous elections sa Autonomous Region in Muslim Mindanao (ARMM).
Sinabi ni Rep. Gwendolyn “Gwen” Garcia (3rd District, Cebu), na dahil sa ipinakitang kawalang-kakayahan ng Commission Elections (Comelec) na maipatupad ang automation alinsunod sa Republic Act 9369, dapat kumilos ang Kongreso upang magkaroon ng “viable, cheaper, simpler and more acceptable alternative for the coming May 2019 polls.”
“The alternative should be able to strike a balance between the acknowledged benefits of electronic technology and the time-honored familiarity and proven acceptability of manual elections,” diin ni Garcia. (Bert de Guzman)
