Bunsod ng deklarasyon ni President Rodrigo Duterte na gusto niyang buwagin ang sistema ng contractualization o “endo”, naghain si Davao City Congressman Karlo Alexei Nograles ng panukalang batas na nag-aamyenda sa mga probisyon ng Labor Code na nagpapahintulot sa mga negosyante na paikutan ang batas tungkol sa security of tenure ng mga empleyado.
“To address the issue on blurring of employer-employee relationship and issues on circumvention of the law on security of tenure to numerous employment engagement such as probationary, project, fixed term, casual, seasonal, temporary, extra, among others, and resort to 5-5-5 work arrangements, this bill is being proposed to secure compliance with the Constitutional and statutory guarantee on the right to security of tenure,” ayon kay Nograles nang ihain niya ang House Bill House Bill 1351 o ang Employment Relation Law.
Sinabi niya na sususugan ng kanyang panukala ang Articles 279, 280 at 281 ng Presidential Degree No. 442 o ang Labor Code of the Philippines, upang ganap na wakasan ang “hire-and-fire system” (Bert de Guzman)
