Naniniwala si Land Transportation Franchising and Regulatory Board (LTFRB) board member Atty. Ariel Inton na dapat ikonsiderang krimen ang mga aktibidad na kolorum.
“Colorum operations are a form of economic sabotage because it unfairly competes with the legitimate franchise holders,” paliwanag ni Inton. “I recall that Cong. Jess Manalo of Angkla has a pending bill in congress making colorum activities a criminal act. I think it should be refilled and eventually be passed.”
Sinabi ni Inton na madalas na binabatikos ang LTFRB dahil sa mga operasyon ng kolorum, at marami nang nag-akusa sa board ng pagiging malamya laban sa mga colorum operators.
Pinabulaanan ni Inton ang mga ito.

“We are very serious in fighting colorum activities, but I admit that there are several limitations that must be addressed,” aniya. “Under the Joint Administrative Order (JAO), only the Land Transportation Office (LTO) and LTFRB are the deputized agencies. Meaning to say that other enforcement units cannot apprehend and enforce the JAO provisions.”
Sinabi pa ni Inton na alinsunod sa mga probisyon ng JAO, may katapat na matinding parusa at kalaunan ay kanselasyon ng prangkisa ang anumang franchise violation. Ngunit dahil inoobliga ng JAO na magsanib-puwersa ang LTO at LTFRB sa pagdakip sa mga kolorum, nagkakaroon ng limitasyon sa kani-kanilang kapangyarihan.
“So we have a situation wherein a policeman cannot apprehend a colorum vehicle based on JAO simply because he is not deputized to do so,” aniya. “It's like putting a single squad against several battalions.”
Kasabay nito, umaasa si Inton na makikipagtulungan ang mga lokal na pamahalaan sa laban kontra kolorum sa pagpapasa sa kani-kanilang nasasakupan ng sarili nilang ordinansa laban sa mga kolorum, dahil ang JAO ay isa lamang Administrative Order at hindi batas. (Czarina Nicole O. Ong)
