Ipinasa ng Kamara sa ikatlo at pinal na pagbasa noong Lunes ang House Bill 6414 na naglalayong palakasin at palawakin ang saklaw ng Special Program for the Employment of Students (SPES) sa ilalim ng Department of Labor and Employment (DOLE).
Pinalalakas nito ang youth employment program ng gobyerno sa pamamagitan ng pag-aamyenda sa ilang probisyon ng Republic Act 9547 (“An Act Strengthening And Expanding the Coverage of the Special Program For Employment of Students, Amending for the Purpose Provisions of R.A. No. 7323, Otherwise Known As The Special Program For Employment Of Students or SPES.”)
Pinalitan ng HB 6414 ang House Bill 5469 ni Rep. Karlo Alexei B. Nograles (1st District, Davao City) at HB 5977 ni Rep. Linabelle Ruth R. Villarica (4th District, Bulacan).
Sinabi ni Nograles, chairman ng Committee on Labor and Employment, na bagamat kinikilala ang SPES bilang employment bridging program na nakatutulong sa pagbabago sa buhay ng kabataang Pilipino, hindi maikakaila na dumanas ng mga problema ang implementasyon nito. (Bert de Guzman)
