Hinihimok ang gobyerno na magtayo ng mas maraming community watershed sa bansa upang magkaroon ng pangmatagalang solusyon laban sa tagtuyot, isang hakbang na maaaring lumikom ng aabot sa P11 bilyon para sa mga magsasaka sa loob lamang ng halos limang taon.
Ito ang rekomendasyon ni dating Agriculture Secretary William Dar, binanggit ang tagumpay ng mga community watershed project sa India, na 15 taon siyang namuno sa International Crops Research Institute for the Semi-Arid Tropics (ICRISAT).
“With community watershed as a springboard for other interventions, ICRISAT has enabled thousands of farmers in 66 watersheds in India to increase their crop yields up to four tons per hectare from a measly one to two tons per hectare,” pagbabahagi ni Dar, kasalukuyang pangulo ng agri-based civil society organization na InangLupa Movement.
Sinabi niya na ipinatupad ang ICRISAT community watershed at Boochetana program sa India simula 2009, sakop ang 3.1 milyong ektarya at napakinabangan ng 4.4 milyong magsasakang pamilya, na tumaas ang ani ng hanggang 66 na porsiyento.

Sa kabuuan, ang natamong dagdag na benepisyo nito sa loob ng apat na taon ay katumbas ng US $240 million o halos P11 bilyon.
“The Philippines can also replicate the ICRISAT community watershed and Boochetana model, which in fact, is being piloted in three sites in Quezon, Samar and Zamboanga Sibugay, under the Yamang Lupa program,” hikayat ni Dar.
Ang Yamang Lupa program ay magkatuwang na ipinatutupad ng InangLupa, ICRISAT, at Department of Agriculture sa pamamagitan ng Bureau of Soils and Water Management (BSWM), Bureau of Agricultural Research (BAR), at regional field offices (4-A, 8 at 9).
“Yamang Lupa features community watersheds and Boochetana, and after two years, about 900 participating farmers were able to increase their average yield from 50 percent to as high 230 percent, and their average net income to 150 percent,” banggit ni Dar.
Nagdebelop din ang BSWM ng 216 na soil health card, na sumasakop sa 4,927 ektarya sa tatlong pilot site sa Samar (Sta. Rita, Basey at Pinabacdao), Sariaya, Quezon, at RT Lim, Zamboanga Sibugay. (Madelaine B. Miraflor)
