Sa kanyang nalalabing 100 araw sa puwesto, nilikha ni Pangulong President Benigno Aquino III ang isang high-level task force na mangangasiwa sa “unified” action ng gobyerno para protektahan ang soberanya ng bansa sa West Philippine Sea.
Sa Memorandum Circular No. 94, itinalaga ng Pangulo ang National Security Adviser upang pamunuan ang National Task Force for the West Philippine Sea katuwang ang ibang departamento ng gobyerno at mga security agency bilang mga miyembro.
Binuo ang high-level task force sa gitna ng pagpoprotesta ng bansa laban sa agresibong reclamation activities ng China upang igiit ang pag-aangkin nito sa West Philippine Sea. Hinihintay pa ng Manila ang desisyon ng UN tribunal sa petisyon nito na nagdidiin sa karapatan nito sa pinagtatalunang teritoryo.

“Consistent with the Constitution, the Philippines’ interests in the West Philippine Sea include the maintenance and protection of Philippine sovereignty, preservation and defense of territorial integrity, and promotion of the welfare and well-being of the Filipino people,” mababasa sa circular.
