Buong pagkakaisang inaprubahan ng Mababang Kapulungan ang House Bill 6380 (Anti-Agricultural Smuggling Act), na ipinalit sa House Bill 6171 na inakda ni AGRI Party-list Rep. Delphin Gan Lee, HB 6209 ni Abono Party-list Rep. Conrado M. Estrella III, HB 6259 ni Marikina City Rep. Romero S. Quimbo, at HB 6306 ni Las Piñas City Rep. Mark A. Villar.
Ayon kay Quimbo, chairman ng House committee on ways and means, may report na mula 2013 hanggang 2014 ay nalugi ang gobyerno ng P64 bilyon dahil sa laganap na pagpupuslit ng mga produktong agrikultural sa bansa.

“This amount represents a P32 billion loss per year, which could have been used for the construction of approximately 21,000 classrooms, or 2,600 health centers.
