Hinatulan ng Sandiganbayan Third Division ang isang dating alkalde sa Nueva Vizcaya ng walong taong pagkakabilanggo dahil sa mga kasong may kaugnayan sa maanomalyang paggagawad niya noong 1999 ng construction projects sa isang contractor na siya rin ang incorporator at stockholder.
Sa 60-pahinang desisyon, tinukoy ng anti-graft court na nagkasala si dating Alfonso Castañeda Mayor Alfredo Castillo, Jr. sa paglabag sa Section 3(h) ng RA 3019 (Anti-Graft and Corrupt Practices Act), at sa falsification of public documents sa ilalim ng Article 171 ng Revised Penal Code (PRC).
Sa paglabag sa RA 3019, sinentensiyahan si Castillo na makulong ng mula anim na taon at isang buwan hanggang 10 taon. Bukod dito, habambuhay na rin siyang hindi makapaglilingkod sa gobyerno.
Samantala, hinatulan naman si Castillo at ang kapwa niya akusado at dating konsehal na si Andres Camania ng dalawang taon, apat na buwan at isang araw hanggang walong taon at isang araw na pagkakapiit.

Sa desisyong isinulat nina Presiding Justice Amparo Cabotaje-Tang at inayunan nina Associate Justices Alex Quiroz, Oscar Herrera Jr., at Sarah Jane Fernandez, nagawang mapatunayan ng prosekusyon na “Castillo was among the incorporators and stockholders of the Lotus Designs as shown by the latter’s AOI (Articles of Incorporation) which was submitted to the SEC (Securities and Exchange Commission).”
“Based on the aforesaid evidence, it is undeniable that accused Castillo, as then chairperson of the PBAC (Pre-Qualification Bids and Awards Committee) of the Municipality of Alfonso Castañeda, awarded the contracts for the construction of the gymnasium and the Lublub-Dibilit Road to Lotus Designs where he is a registered incorporator and stockholder,” saad sa desisyon.
